During the 2009 Summit of the Americas in Trinidad and Tobago, U.S. President Barak Obama announced the Energy and Climate Partnership of the Americas (ECPA). In April 2010, U.S. Secretary of Energy Steven Chu hosted the first Energy and Climate Partnership of the Americas (ECPA) Ministerial meeting where Ministers underscored the importance of building upon existing collaborative efforts and developing further concrete activities.
ECPA is a voluntary and flexible framework open to all Western Hemisphere governments, private sector, and civil society to lead or participate in initiatives that reflect the region’s energy and climate priorities. In furtherance of this important partnership, the Government of Panama will host a regional critical issues discussion and ECPA senior-level meeting on April 7-8, 2011 in Panama City. This high-level discussion and meeting provides a critical occasion and opportunity for public, private, financial and non-governmental sectors to further engage in an open dialogue to address energy development in the Western Hemisphere.
The goal for the sessions in Panama is to further regional dialogue on the most critical energy and climate issues facing the region and continue the important momentum developed over the last two years for ECPA. The one and a half day meeting will be a useful occasion to take stock of progress across the region on ECPA initiatives, provide an update on regional collaborative efforts and refine the process for next steps and future efforts. The emphasis will be on finding solutions and collaboration and not speechmaking.

This breakfast dialogue will bring together a diverse group of energy companies and financial institutions to share perspectives on government regulations, laws, and financing, which will create a valuable tool for the public sector representatives. The discussions will touch on the availability of energy investment opportunities in multilateral and commercial development banks, national banks and other institutions financing clean energy projects. There will be opportunities to explore synergies in the financing of clean energy projects between these institutions, governments or agencies in the Western Hemisphere. The group could provide recommendations and/or suggestions to public sector colleagues on how best to collaborate under the ECPA framework.
