In a May 7 keynote speech to the San Diego Chicano Federation, Institute of the Americas President Jeffrey Davidow argued that the legitimate frustration that most Americans feel about the country’s broken immigration system cannot be used as a mask for racism.
What is necessary, he argued, is a comprehensive reform of immigration law that will deal with the many elements of the current situation including a path to legalization for undocumented already in the country, a new temporary worker program that protects the rights of the laborers, an increased quota of green cards for Mexicans and procedures to stop the flow of undocumented aliens into the United States.
He said that border walls alone cannot accomplish the latter and that we must be much smarter. He advocated adopting a national biometric identity card. “We cannot know who is here illegally if we don’t know who is here legally,” Davidow said.
