Mexico goes to the polls on July 1 to elect a new President and Congress. Energy has been a critical issue throughout the administration of President Felipe Calderón and will be a key element in the national discussion during the electoral campaign. Perspectives on energy policy, plans and platforms of the three major candidates –– Andrés Manuel López Obrador, Josefina Vázquez Mota and Enrique Peña Nieto – will be a central point of discussion at this policy forum in Mexico City. Beyond the candidates’ energy platforms, panels will consider fiscal reform and implications for the energy sector, the future of Pemex, the implications of the U.S.-Mexico Transboundary Hydrocarbons Agreement signed on February 20, as well as the role for natural gas and renewables in the Mexican energy matrix.

Figuring prominently in Colombia’s economic success – GDP growth of almost 8% in the third quarter of 2011 -- is one of the hemisphere’s notable energy stories. In the last several years, Colombia has seen a resurgent energy sector with record investment in oil and gas as well as efforts to address electric capacity issues. Assuring the sustainability of its energy revival and its role for continued economic growth is a critical theme for the Santos government. Policy decisions must be considered across a wide range of energy sector issues.
Minister of Mines and Energy Mauricio Cardenas will provide the opening remarks for this one-day executive roundtable aimed at fostering discussion of key developments and areas for focus as 2012 unfolds. Beyond Minister Cardenas’ address and discussion, agenda topics will include: Plans for continued upstream investment; dealing with emergent energy infrastructure issues; natural gas supply & demand, including pipelines, the potential for unconventional sources and LNG; an electric sector outlook, and specifically dealing with volatility of supply and managing system expansion; regional electric expansion and export possibilities; and, the role for renewable energy.

Figurando de manera prominente en el desarrollo económico de Colombia, con un PIB de casi 8% en el penúltimo trimestre del 2011, ésta es una de las historias más exitosas en materia de energía en América Latina. En los últimos años, la industria energética colombiana ha tomado un impulso impresionante, con inversiones record en petróleo y gas, así como en sus esfuerzos de atender los problemas de capacidad eléctrica. Para el gobierno del Presidente Santos, asegurar la sostenibilidad de este resurgimiento del sector energético y su papel crucial en el crecimiento económico, son temas críticos. Ciertamente se deberán considerar decisiones en las políticas de varios aspectos de sector.
El Ministro de Minas y Energía, Mauricio Cárdenas Santamaría, ofrecerá la ponencia magistral de apertura de esta mesa redonda de un día que busca promover la discusión de los desarrollos más importantes y de las áreas de enfoque para el 2012. The potential benefits of electric integration in Central America have long been touted, particularly the economies of scale that may be facilitated as larger electric generation projects aim to tap into a regional market. Efforts to date have centered on interconnection of the region’s electric grid, the Central American Electrical Interconnection System (SIEPAC) and creation of a new, regional electric market (MER).
After many years of development, SIEPAC is poised to open a new chapter in Central America's electric infrastructure and market. Huge progress has been made, but hurdles remain, particularly with regards to the development of the MER and issues surrounding the project and regional regulatory processes.
The current status of the roughly 1,800 kilometer electric transmission line and the corresponding regional marketplace will be the featured discussion points of this forum with electricity officials from across Central America.

Energy has been a crucial keystone of Peru's booming economy. Naturally, there is a great deal of interest internationally and, of course, within Peru, as to the energy policies of the Humala administration. Will there be changes to policy? And, if so, what will they be?

With the new administration now in place in Brazil, it is an opportune time to convene an energy policy Roundtable. There is a great deal of interest internationally and, of course, within Brazil, about the energy policies of the new government. And clearly, there is a wide range of issues to discuss.
In addition to the outlook for government policy, this executive Roundtable will address financial issues in Brazil, and trends in oil and gas sector from the Pre-Salt to onshore potential and unconventional sources. Prospects and an outlook for the power sector, including renewables and issues such as balancing hydro and thermal generation, will also be featured.
United States Secretary of the Interior Kenneth L. Salazar to speak about a “Safe, Secure Energy Future”
As a member of President Obama’s cabinet, Secretary Salazar is a principal voice of the United States Government on issues relating to offshore drilling, shale gas exploration, coal production, and renewal energy development. As Secretary of the Interior, Salazar is the manager of the public land of the United States (20% of the nation's territory) and its territorial waters.
The Interior Department’s Bureau of Ocean Energy Management, Regulation and Enforcement (BOEMRE) is responsible for the development of energy and mineral resources on the Outer Continental Shelf while the Bureau of Land Management (BLM) manages onshore energy activities on public lands. The BOEMRE is the agency which on March 20 gave Petrobras the necessary permission to produce oil & gas in deep waters of the Gulf of Mexico.

September 2010, the president of the Dominican Republic, Leonel
Fernandez, visited the Institute of the Americas for a series of
speeches and discussions. One of the key issues discussed was energy.
Over
the last several years, the Institute of the Americas has convened
energy policy discussions in the Dominican Republic. These sessions have
counted high-level government and private sector speakers and
participants. The issues, as with many energy-importing nations, are
complex and not easily resolved – but progress has been made.
As a result of President Fernandez’s visit and the IOA’s ongoing focus on energy, we have set February 14 / 15 for an energy policy discussion in Santo Domingo to continue focusing on what is at stake and the opportunities and challenges and why 2011 might bring a brighter future for energy in the Dominican Republic.
