Opening the program will be María Otero, Under Secretary of State for Civilian Security, Democracy, and Human Rights. The highest-ranking Hispanic woman ever to serve in the State Department. Otero, born in Bolivia, is the former president and CEO of Acción International.

Giving Back to the Community: Deborah Szekely will speak on Empowered Women as Catalysts for Economic and Social Change. Admired and loved by many on both sides of the border, Mrs. Szekely is one of the most accomplished bi-national business leaders and female philanthropists in San Diego history.

The Institute of the Americas is hosting a week-long seminar titled, “Women: From Poverty to Power,”(Seminar Agenda) which will introduce women social and business entrepreneurs from several countries in Latin America to experts who will discuss effective tools of engagement and share successes and challenges. You are invited to attend the opening session of this extraordinary meeting.
Inés Bustillo is a leading voice in the Western Hemisphere promoting social and economic equity. As an economist and representative in the United States of ECLAC, Dr. Bustillo works on such diverse issues as economic policy, poverty, investment and trade, and women's role in the economy. Her keynote address at the Institute will focus on economic and social issues confronting women in the Americas and the role that innovative women play in improving quality of life for their families, communities and the region. Uruguayan by birth, Dr. Bustillo holds a doctorate in economics from American University.
Deborah Szekely’s life exemplifies what is possible when an empowered woman leads and inspires economic and social change. A philanthropist and public servant who has funded numerous causes in the areas of education, health and welfare and the environment, Mrs. Szekely has created several non-profit organizations that continue to improve lives in the San Diego-Baja California region, as well as nationally. She has been particularly active as a champion of immigrant rights and cross-border cultural and environmental programs. A former candidate for U.S. Congress, she is recognized for directing the creation of the first and leading guide for Congressional management, a non-partisan guide now in its 12th edition which is found on nearly every desk on Capitol Hill.<
Mrs. Szekely is the co-founder (with her husband, Professor Edmond Szekely) of the modern health and fitness movement as the owner/director of two destination spas -- Rancho La Puerta and the Golden Door. She served as president and CEO of the Inter-American Foundation in Washington, D.C., and has had various assignments as a U.S. diplomat, including service as the principal delegate to the Inter-American Commission on Women, Organization of American States. She has earned numerous recognitions including San Diego/Tijuana Citizen of the Year and the title "Mrs. San Diego." This month she is due to complete her memoirs.

Women: From Poverty to Power is designed for women from government, business, education, and non-governmental organizations, for indigenous and non-indigenous women who have taken on increasing responsibilities to build and strengthen their communities. A respected faculty of thinkers and doers in regional development will advise participants on taking their ideas to the next level and will provide coaching and feedback on an individual basis to build and sustain results.

Colombia’s economy continues to boom. Figuring prominently in Colombia’s economic success – GDP growth of almost 8% in the third quarter of 2011 -- is one of the hemisphere’s notable energy stories. In the last several years, Colombia has seen a resurgent energy sector with record investment in oil and gas as well as efforts to address electric capacity issues. Assuring the sustainability of its energy revival and its role for continued economic growth is a critical theme for the Santos government. Policy decisions must be considered across a wide range of energy sector issues.
Minister of Mines and Energy Mauricio Cardenas will provide the opening remarks for this one-day executive roundtable aimed at fostering discussion of key developments and areas for focus as 2012 unfolds. Beyond Minister Cardenas’ address and discussion, agenda topics will include: Plans for continued upstream investment; dealing with emergent energy infrastructure issues; natural gas supply & demand, including pipelines, the potential for unconventional sources and LNG; an electric sector outlook, and specifically dealing with volatility of supply and managing system expansion; regional electric expansion and export possibilities; and, the role for renewable energy.

Figurando de manera prominente en el desarrollo económico de Colombia, con un PIB de casi 8% en el penúltimo trimestre del 2011, ésta es una de las historias más exitosas en materia de energía en América Latina. En los últimos años, la industria energética colombiana ha tomado un impulso impresionante, con inversiones record en petróleo y gas, así como en sus esfuerzos de atender los problemas de capacidad eléctrica. Para el gobierno del Presidente Santos, asegurar la sostenibilidad de este resurgimiento del sector energético y su papel crucial en el crecimiento económico, son temas críticos. Ciertamente se deberán considerar decisiones en las políticas de varios aspectos de sector.
El Ministro de Minas y Energía, Mauricio Cárdenas Santamaría, ofrecerá la ponencia magistral de apertura de esta mesa redonda de un día que busca promover la discusión de los desarrollos más importantes y de las áreas de enfoque para el 2012. Dr. Peng Yuan, assistant president of the China Institutes of Contemporary International Relations (CICIR) in Beijing, conducts research on U.S. foreign policy, Sino-American relations, Trans-Pacific relations and Chinese foreign policy. Since joining CICIR in 1997, Dr. Yuan has published widely in both Chinese and foreign journals such as Survival, Global Asia, China Security, as writing commentary for influential newspapers such as People’s Daily, Global Times, China Daily. In addition to authoring numerous policy reports, he has also contributed to several book chapters and is the editor of the book American Think-Tanks and Their Attitudes towards China. Dr. Yuan has participated in many international conferences and has traveled extensively for in the USA, Russia, Japan, North and South Korea, Sweden, Iran, Canada, Germany, France. He was a visiting fellow at the CNAPS Program of Brookings Institution from 2003-2004, and visiting scholar at the Atlantic Council of the United States from 1999-2000. Dr. Yuan earned his Ph.D. in history from the Northeast Normal University of China. He speaks both Chinese and English.

Luis Maizel, the co-founder and senior managing director of LM Capital Group, has been investing in the global fixed income markets since 1984. Born and raised in Mexico City, Maizel's experience includes serving as vice president of finance for Grupoventas, S.A. and as a faculty member at the Harvard Business School.
Maizel earned his degree in industrial engineering from the National Autonomous University of Mexico (UNAM) in 1971 and an MBA from Harvard Business School in 1974, where he graduated as a Baker Scholar, the school’s highest academic honor.
Maizel serves on the board of Vibra Bank, the first Hispanic community bank in San Diego, and on the Foreign Board of Nacional Financiera (NAFIN), which is Mexico’s national development bank. He also serves on the Wells Fargo San Diego Community Board and as chairman of the Hispanic National Mortgage Association Board of Trustees. He is a member of the executive board at the University of San Diego, where he is president of the investment committee.

Whether covering war, terrorism, organized crime or corruption, journalists, editors and publishers around the world risk their lives on a daily basis to bring us the news.
Over the past decade, more than 80 Mexican journalists have been murdered, according to Reporters Without Borders, making Mexico the second most dangerous country in the world for media professionals after Iraq. Mexican journalists covering organized crime and corruption are forced to work in war-like conditions. Now, these dangerous conditions are affecting journalists in Central America.
This workshop will bring together media professionals from all over the world who cover sensitive issues. Journalists and editors from Europe, Asia, the Arab world, as well as war correspondents from around the world, will speak with, and also learn from, Mexican and Central American media professionals who cover organized crime, corruption and drug trafficking.
During the four-day event, organized by the Institute of the Americas, Paris, France-based World Association of Newspapers and News Publishers (WAN-IFRA) and Article XIX, participants will not only share their experiences but also receive high-level training on a broad range of issues related to journalist safety.
Registration fee: $3,100.00 USD per participant, which covers five nights’ lodging in San Diego, three meals per day, local transportation (including San Diego airport pickup and drop off), field trips, social events and medical insurance. The fee does not include round-trip airfare from the participant’s home country.

During this first visit, all areas of security will be discussed, including food security, environmental security and coastal security. Participants are invited to brainstorm on the possibilities for collaboration between their institutions and the Mexican Space Agency.
