Michael UnzuetaMiguel “Michael” Unzueta leads the San Diego Office of Immigration and Customs Enforcement (ICE), the largest investigative agency within the Department of Homeland Security.

Mr. Unzueta began his federal law enforcement career in 1983 as a special agent with the Bureau of Alcohol, Tobacco and Firearms in Spokane, Washington. In 1987, he transferred to the United States Customs Service in San Diego, spending a number of years investigating international narcotics cases. In 1992 he was resident agent in charge in San Ysidro, which at the time was the largest and busiest office within the Customs Service.

In October 1997, Mr. Unzueta was transferred to Customs Service Headquarters in Washington, D.C., as the assistant director for Covert Operations, overseeing and responsible for all Customs Service certified undercover operations, all undercover training, policies and undercover support infrastructure, and operations in all legacy Customs Service programmatic areas such as money laundering, narcotics, export enforcement, child pornography/cyber crime and commercial fraud.

In 1998, Mr. Unzueta was named the division director for the Investigative Service Division which included many of the investigative support functions such as the national polygraph program, confidential informants, covert operations and the benefit parole program.

Among Mr. Unzueta’s achievements is the creation of the Victim Witness Unit within the Customs Service.

From 1999 through April 2002, Mr. Unzueta served as the deputy executive director operations west and later as the acting executive director operations west.  In April 2002, Mr. Unzueta was transferred to San Diego as the acting special agent in charge, later becoming the deputy special agent in Charge for ICE Investigations.

Mr. Unzueta received a B.A. in Criminal Justice from Sacramento State University and a M.A. from the National Louis University. In 2001, Mr. Unzueta successfully completed the Senior Executive Program at Harvard University’s Kennedy School of Government. He is a native of California.
