On September 8, Mexico’s Ministry of Energy (SENER) published the final guidelines for Mexico’s new Wholesale Electric Market. With the market scheduled to commence on January 1, 2016, there are several pending issues and questions remain as to how Mexico will foster a competitive power sector.
