On September 30, Mexico received economic proposals for the second tender as part of the historic Round One bid process. There were several differences between the second tender and first tender held in July, including modifications made by the Mexican government in response to industry concerns. The volatility of global oil prices and the corresponding impact on budgets and investments continues to demand attention. In addition, some of the contractual and fiscal aspects of the bidding to date have begged further clarity vis-à-vis future tenders and particularly the deep water offering. As the government moves to the hugely significant and attractive deep water bid round, it is important to understand the unique nature of this particular bid.
