Latin America has begun to ride what may be described as a new privatization wave. The region is reemerging from years of inward-looking energy policies and state dominance that reversed the market liberalizations made popular during the era of the Washington Consensus. Across the region, governments have overhauled legal and regulatory frameworks in an effort to regain international interest from investors for key segments of the energy sector. In addition, critical auctions, asset divestitures, as well as a slate of new privatizations of state owned enterprises are underway or being planned.
Newly created incentives plus a revitalized privatization process focused on selling state-owned energy assets, as well as major divestiture programs underway at several key state-owned firms have created a wave of opportunity for private investors in Argentina, Brazil, Bolivia, Colombia, Ecuador, Mexico, Peru and other markets. The investment opportunities extend across the hydrocarbon value chain including upstream, mid-stream and downstream operations and deals as well as power sector in generation, transmission and distribution.
