Chemical engineer from the Autonomous University of San Luis Potosí, master in economics and public finance, and a diploma in global markets from the London School of Economics & Political Science. Diploma in parliamentary law from the Universidad Iberoamericana.

Coordinator of the International Conference of Regulators. Fellow of the Institute of the Americas at the University of California, San Diego and the School of Public Policy of the University of Calgary.

He was president of the Mexican Chapter of the World Energy Council (WEC), of the Energy Regulatory Commission (CRE) and of the Ibero-American Association of Energy Regulatory Entities (Ariae), and vice president of the International Relations Committee of the North American Association of Regulators

Co-author of several books on energy regulation and environmental policy and frequent speaker at international conferences.
