Guillermo is an International Energy Transition Attorney at Earthjustice, based in the San Francisco headquarters, he has over 20 years of work experience in the energy sector at national and international levels.
Since 2013 and until 2019 Guillermo served as National Commissioner at the Energy Regulatory Commission (CRE) of Mexico, Presidential appointee with Senate confirmation. For three of those years, he was also vice-president of the Iberoamerican Association of Energy Regulators (ARIAE). He also has held leadership positions at CFE, PEMEX, Energy Ministry of México and the Federal Competition Commission of México.
Guillermo holds law degrees from Mexico (ITAM) and Spain (UNIR), with a Master Degree in Regulation from the London School of Economics (UK), and a Master Degree in Laws from the University of Chicago(USA).
