Chris Spaulding

Chris currently is the Chief Financial Officer for Pan American Energy in Argentina. With 39 years of experience in the oil and gas industry working and living in 7 different countries and 5 continents, he has an established track record in major oil and gas ventures that include Colombia Country Manager & VP of Latin American Business Development for Talisman; Sr. Vice President, Business Acquisition & Sales, Wellstream International; Vice President and Business Unit Leader, TNK–BP (50% BP JV in Russia); Commercial Manager for BP Angola In Luanda, Commercial Manager for Pan American Energy in Argentina; Gas Commercial, Marketing & Project Negotiations Manager in Amoco Production Co. among others. His responsibilities through his career have also included representation and negotiations with host governments, national oil companies, joint venture partners and NGOs. Chris has a record of negotiating mutually beneficial business deals while strongly focused on safe, environmentally responsible operations.

Kevin Ramnarine served as Minister of Energy of Trinidad and Tobago from June 2011 to September 2015.

During his tenure he created a positive climate for investment which resulted in major investments in deepwater exploration, the expansion of the petrochemical sector and new port infrastructure. Under his watch, Trinidad and Tobago attained country compliant status with the EITI in addition to the first IPO of a State-owned energy company (TTNGL).

Prior to being appointed Energy Minister, he held positions in the Energy Chamber and at British Gas where he worked as the Lead Economist. He holds a B.Sc. in Chemistry, a M.Sc. in petroleum engineering and an International MBA with distinction.

Since leaving Ministerial office, he has worked as a consultant for major companies in Trinidad and Tobago and internationally. He is currently a Senior Consultant for the consulting firm IPD Latin America. He is a regular speaker at international conferences and is a media commentator on energy related matters in his native Trinidad and Tobago and in Guyana. He is also a lecturer in two MBA programmes at the Arthur Lok Jack Global School of Business in Trinidad and Tobago.

For his contribution to the development of the Trinidad and Tobago energy sector he received the award of “Energy Executive of the Year” from the Petroleum Economist magazine in 2014.

Jose Antonio Cepeda

José Antonio Cepeda currently serves as the Advisor to the Minister of Energy and Non-Renewable Natural Resources in Ecuador. Before this position, from 2016-2018 he served as Adviser to the Minister of Hydrocarbons in the former Ministry of Hydrocarbons of the Republic of Ecuador. Mr. Cepeda is the OPEC National Representative since 2017 and is a Member of IEF Executive Board since 2018. He holds a Bachelor’s in Engineering and industrial management from Karlsruhe Institute of Technology (KIT) in Germany.

José Luis Manzano is an Argentine businessman with a deep understanding of Latin American public policy and global emerging markets. He possesses significant experience in the investment, media, energy and distress industries. He speaks frequently across the world on these issues.
Dr. Manzano founded the international firm Integra Capital, a private equity and merchant banking firm. Integra also provides services such as mergers and acquisitions, financial structuring, IPOs, due diligence procedures, debt and company restructuring, among others.
Dr. Manzano and his family are relevant shareholders of Phoenix Global Resources, a company engaged in the exploration and production of oil with activity in Argentina. PGR is listed on the London Stock Exchange, AIM Market, and the Stock Exchange of Buenos Aires, produces 10.000 barrels of oil per day and has more than 60 million barrels of proven reserves and 300 million barrels of unconventional resources. Dr. Manzano is also a relevant investor in Interoil, an exploration and production company listed in Oslo stock exchange that produces 2300 bopd in Colombia.
Dr. Manzano is the major shareholder of Integra Oil & Gas, an oil production company that produces 4000 bopd in Venezuela. He is also a major shareholder in Integra Gas Distribution in partnership with Mercuria Energy Trading. Integra Gas Distribution is a significant shareholder of Metrogas, the gas distribution company of Buenos Aires serving more than 10 million people. He is also a relevant shareholder of Edemsa, the distribution electricity company of the province of Mendoza, HIDROELECTRICA AMEGHINO, a hidroplant producing 60 megas and Altus, a winery producer of premium wines in Argentina.
In relation to the media industry, Dr. Manzano is a major shareholder of Grupo America, the second by size argentine media group he co-founded in 1996. The group owns TV stations, news channels, radios and newspapers, including America TV, the national leader on live television, La Capital, the oldest newspaper of the country and El Cronista Comercial, the most prestigious business and finance newspaper of Argentina.
Prior to his business career, Mr. Manzano was active in the Peronist party where he was Secretary General. He served as majority leader in the lower house of Argentina´s National Congress from 1983 to 1991 and was appointed as Homeland Security Minister under President Carlos Menem until 1993.
Dr. Manzano is a relevant donor to several educational organizations and charities. Dr. Manzano is the President of Universidad de Congreso, where he is actively involved in academics and research activities. He has developed activities with the climate change organization of Novel Awards Al Gore and the Clinton Global Initiative. He is also active with the UK Argentinean Chamber of Commerce and the Cámara de Comercio Argentino Norteamericana. Read Taylor is currently Upstream Executive Vice President and a Founding Partner of Private Equity backed Sierra Oil and Gas Exploration. Sierra, having corporate headquarters in Mexico City, is engaged in evaluating upstream and midstream business opportunities as part of the comprehensive reform of the energy sector in Mexico.

Read has over 25 years of experience in the oil and gas industry in Latin America, Asia and Africa driving highly successful outcomes in exploration and new ventures growth, technology development, field development and operational oversight. Prior to joining Sierra, he led a successful campaign of substantial gains with Brazilian private company Petra Energia as Executive Vice President Board Member. Prior to that, he served as General Manager and President of Devon Energy Brazil where he led a team ultimately responsible for several significant discoveries in shallow and deep water offshore Brazil. Read has also worked in various international field locations in geo-technical and commercial management positions at UNOCAL and Anadarko. He holds a BS in International Business from Pepperdine University, a BS in Geophysics and an MS in Geology from University of Southern California. Read also holds a diploma from Harvard Business School in Executive Management.

Read is also Chairman and founder of RICE International Relief Organization an international humanitarian relief agency and domestic charity organization. RICE provides medical supplies, clean water, and other necessities in over 26 countries in partnership with local efforts and shelters.
